What does DRC stand for?<\/h2>\n\n\n\n<p>To be clear <strong>DRC<\/strong> stands for<em style=\"font-weight: bold;\"> Domestic Reverse Charge<\/em>.<\/p>\n\n\n\n<p>On <em><strong>1st March 2021<\/strong><\/em>, new rules came into effect that changed the way VAT could be collected in the building &amp; construction industry.&nbsp;<\/p>\n\n\n\n<p>The changes mean that the customer receiving a service will have to pay the VAT that is owed to HMRC, rather than paying it to the supplier, who&#8217;d previously have paid HMRC on their behalf. <\/p>\n\n\n\n<p>In turn, the customer can recover the VAT, subject to the normal rules.<\/p>\n\n\n\n<p>These changes are now a legal requirement, so you should ensure your business is compliant.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"anc2\">2. How do DRC changes impact my business?<\/h2>\n\n\n\n<p>DRC was implemented in an effort to fight and reduce fraudulent behaviour. <\/p>\n\n\n\n<p>There are instances where companies have taken VAT that&#8217;s been paid to them by a customer (that&#8217;s then meant to go to HMRC), but been held on to as &#8220;profit&#8221; that isn&#8217;t legally theirs to keep. &nbsp;<\/p>\n\n\n\n<p>Changes like this inevitably impact a business. That&#8217;s whether it means:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Disrupting the status quo<\/li>\n\n\n\n<li>Creating additional admin<\/li>\n\n\n\n<li>Regularly updating your policies (i.e. GDPR privacy updates)<\/li>\n<\/ul>\n\n\n\n<p>However, if you&#8217;re prepared, the impact will be minimal.<\/p>\n\n\n\n<p>These changes will affect a variety of field service businesses and be influenced by the services you do or don&#8217;t provide. <\/p>\n\n\n\n<p>An easy way to know if your business\/service is affected by the domestic reverse charge is by noting whether you&#8217;re registered to supply or receive services under the Construction Industry Scheme (CIS). Check out the <a href=\"https:\/\/www.gov.uk\/guidance\/vat-domestic-reverse-charge-for-building-and-construction-services#services-excluded-from-the-domestic-reverse-charge\" target=\"_blank\" rel=\"noopener\">HMRC website<\/a> for more information.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The Challenges of Implementation<\/h3>\n\n\n\n<p>HMRC acknowledged that the implementation would likely cause some difficulties. It even delayed the original launch date twice, and implemented DRC on <strong><em>1st March 2021,<\/em><\/strong> instead.<\/p>\n\n\n\n<p>They also stated that for the first 6 months they&#8217;d apply:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote has-medium-font-size is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-medium-font-size\"><em>A light touch in dealing with any errors made [&#8230;] as long as you are trying to comply with the new legislation and have acted in good faith<\/em>.<\/p>\n<\/blockquote>\n\n\n\n<p>Now, businesses should be well prepared to do everything in their power to remain compliant (more on that below), but it was certainly a useful boon to know there was a decent period to adjust.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"anc3\">3. What Should I Do About the Domestic Reverse Charge?<\/h2>\n\n\n\n<p>By now, you should be compliant. All preparations should have been completed by the <em><strong>1st March 2021<\/strong><\/em>.&nbsp;<\/p>\n\n\n\n<p>The actions you needed to take will depend on the type of business you run and what sort of services you&#8217;re involved in offering. <\/p>\n\n\n\n<p>Different rules apply for Contractors, Subcontractors, and companies who either are or aren&#8217;t listed under CIS.&nbsp;<\/p>\n\n\n\n<p>HMRC states the following when it comes to whether you&#8217;re a contractor or sub-contractor and <a href=\"https:\/\/www.gov.uk\/guidance\/vat-domestic-reverse-charge-for-building-and-construction-services#what-you-need-to-do-to-be-ready-for-the-start-of-the-domestic-reverse-charge\" target=\"_blank\" rel=\"noopener\">what you need to do to be ready<\/a>:<\/p>\n\n\n\n<p>Below, we&#8217;ve listed the four best practices to keep in mind when preparing for DRC:<\/p>\n\n\n\n<ol style=\"font-style:normal;font-weight:500\" class=\"wp-block-list\">\n<li>Check whether the reverse charge affects either your sales, purchases, or both.<\/li>\n\n\n\n<li>Make sure your accounting systems and software are updated to deal with reverse charge.<\/li>\n\n\n\n<li>Consider whether the change will have an impact on your cash flow.<\/li>\n\n\n\n<li>Ensure all your staff who are responsible for VAT accounting are familiar with the reverse charge.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"anc4\">4. Who Should I Talk to If I Have More Questions?<\/h2>\n\n\n\n<p>In short, speak to <a href=\"https:\/\/www.gov.uk\/guidance\/vat-domestic-reverse-charge-for-building-and-construction-services\">HMRC<\/a> and your accountant.&nbsp;<\/p>\n\n\n\n<p>In addition, you should also <a href=\"https:\/\/register.gotowebinar.com\/recording\/3113549049842118411?source=GOVVRC\" target=\"_blank\" rel=\"noopener\">watch HMRC&#8217;s Webinar<\/a> on this subject.
